Well, it's another in a long line of (well-deserved) epithets toward the French.
"Cheese-eating" should be fairly obvious.
"Surrender" referring to 1940. For some reason, it strikes a sore spot for them.  "The French think Americans are swine, until they see the Germans coming up behind them."
And the monkey reference is there because, I believe, it sounds funny.
And failing all else, use a Jerry Lewis joke.
