They are done by series creator Ron Moore and contain tons of neat insight into the series and other work he has done. My favorite bits are when he complains about the constraints he felt when working on Star Trek shows like TNG and DS9. (Even though I loved TNG he's bang on about a lot of his comments... like how the First Officer always has to be a straight-arrow twit just to make the Captain look better, etc)
They have little beeps that let you know when to pause for commercials. It's a pretty neat thing for him to do, and I think it shows his passion for his work and desire to communicate that with the fans. Very impressive.
